When registering in the Electronic Recognition Area (EPE), use either Google Chrome or Mozilla Firefox as your browser and the secure protocol (HTTPS): https://epe.skvc.lt .
By registering and confirming your registration from your e-mail, you will be able to complete and submit applications for the various services related to the recognition of foreign qualifications that SKVC provides. You can apply for the following SKVC services on the EPE portal:
Recognition of foreign qualifications. SKVC only recognizes formal foreign qualifications giving access to higher education (secondary education) and higher education up to the masters level (excluding doctoral degrees). If you plan to study in Lithuania, recognition will often be available at a higher education institution and you would not have to contact SKVC regarding this procedure. A list of Higher Education Institutions authorized to recognize foreign qualifications and additional information on the recognition system of Lithuania can be found here: https://www.skvc.lt/default/en/forward-qualification/system/Lithuania.
Information letters on education acquired in Lithuania. The SKVC provides information letters on higher education qualifications earned at Lithuanian higher education institutions before 2006, excluding doctoral degrees. Such letters list the level of the qualification acquired, the status of the higher education institution and/or study program. Such letters may be useful for those who go abroad and do not have a Diploma Supplement providing additional information on the qualification obtained in the Lithuanian system of higher education (i.e. if you have graduated before 2006). If there is a need such letters can also be issued to those graduating after 2006. For example, graduates of private higher education institutions may seek such a letter when to be able to then legalize or obtain Apostille certification for it. Do please note that such a letter from SKVC does not imply recognition and does not replace your diploma or transcript (supplement) and does not provide detailed information related to your individually completed studies.
Grade transfers. Transfering of grades from a foreign system of education to the Lithuanian one is a service offered only at the time of general admissions and only to applicants for state funded first cycle or integrated studies. Such applicans must already be registered in the LAMA BPO system (http://lamabpo.lt/). In other cases, such as in cases of higher education qualifications the transfer of grades is carried out by your selected higher education institution. Please note that you must already have obtained recognition, or have at least applied for recognition when applying for the transfer of grades. Because of this you must attach your existing recognition decision to your application. If you have not yet obtained recognition and will be needing the transfer of grades you should apply for recognition before applying for the the transfer of grades.
Appeal against a decision made by a higher education institution. If the higher education institution has taken a decision on recognition of your foreign qualifications but does not agree with the decision, you have the right to appeal. In support of your appeal, justify it with arguments. Please note that the Appeals Board only considers decisions on the recognition of higher education institutions and not on admissions.

2. Enter qualification data
All SKVC services are related to specific qualifications obtained in Lithuania or abroad, so you will be required to provide detailed information on these qualifications in order to obtain these services. You must enter at least one qualification in order to receive any service, but in order to obtain recognition you would have to enter at least 2 different qualifications: the qualification submitted for recognition and a previously obtained qualification (i.e. when applying for recognition of a bachelors degree, you must also provide information on your high school education). Because of this we recommend that you write down your entire education history, from basic (primary) education to the most recent qualification available in order for us to be able to provide you with a better and faster service. Once you have entered the information, you will be able to apply for the service of your choice.

3. Prepare documentation
For any service, you will be asked to provide scans of all necessary documents. Make sure you have the following documentation ready: qualificaton documentation (diploma and diploma supplement), proof of ID (passport), proof of name change (if applicable). All of these documents should be scanned and ready to submit. Please note that documentation requirements vary by country and qualification. Such country specific requirements are provided during the application process and can also be found by following this link.
Scanning Requirements: only scans from original (not copies) documents should scanned and submitted; the scans must be full-colour, of good quality and clearly legible. Scans that do not meet these requirements will not be accepted. You may also be asked to physically provide original educational documents (i.e. by post) as well as other supporting documents. In such cases, you will be notified beforehand and the application will not be processed until the requested documents have been received. You can save your application and come back to complete it later, so if you realize that you do not have the required scans, you can always finish your application at a later time.
4. Complete the application
Please, click on the qualification you want to be recognised.
Select a service from the list and follow the instructions to complete your application. Tips on how to fill in one or another field are provided by hovering your cursor over the information badge and reading the information about that field.

5. Monitor the status of your application
Once you submit your application, you will be able to monitor the progress of your application and which stage it is currently at. This is also where you would be informed that additional information and documents are necessary and where you would be submitting them. The status of the application is presented in terms of a timeline and graphic. You can see this information by selecting a specific application.
If further action is required on your application, you will be notified by email and/or by a system notification. A list of missing documents or information would also listed in the "Missing Documents" section of this Status window. You can add a missing document to the system by clicking the button in the "Missing documents" section.
If any original documents would be requested, they must be sent by physical mail/courier or submitted in person to the Centre for Quality Assessment in Higher Education, A. Goštauto str. 12, LT-01108, room 101. In such cases any original documents requested may not be replaced by a notarised copy.
6. Receive and share statements
Once the qualification assessment is completed and a decision has been made, you can review the decision and share it with EPE-registered HEIs and employers. All decisions are issued as electronic documents signed with an electronic signature only. Such documents have the same legal power as documents containing a physical signature and must be accepted by any institution of Lithuania. The electronically signed documents (ADOC) can be found in the "Decision" section of the application.
You can view the decision, download the ADOC file in this section, and also indicate the universities or employers you want to send the decisionto. In addition you can also send an the decision to any specified email address directly from the system (more than one e-mail should be separated by commas).
